Report of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Paul Hunt (2003)

While discussing HIV/AIDS, the report notes 'the importance of addressing difficult, cross-cutting human rights issues, including the factors that contribute to: HIV/AIDS-related vulnerabilities; [and] stigma and discrimination (in relation to people living with HIV/AIDS, but also certain groups like injecting drug users, prisoners, sex workers, men who have sex with men)'. 

It also notes that 'legal and political commitments have been made to improve access to essential drugs for all, particularly in the context of the TRIPS Agreement and the Declaration of Commitment on HIV/AIDS'.
