Interim report of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Anand Grover (2012)

This report discusses health financing in the context of the right to health. It notes that social health insurance programs should, among other things, 'include essential medicines and generic drugs in order to ensure access to safe, effective and affordable medicines, as required under the right to health'. The SR recommends that states include a minimum set of health services, including access to essential medicines, in social health insurance programs that are universally accessible based on need.
