Report of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people, Rodolfo Stavenhagen (2005)

This report was issued by the Special Rapporteur on the rights of indigenous peoples.  The report includes a thematic section on the right to education, which notes that there is a need for special education programmes to target specific issues, including drug addiction. It also notes that 'In rehabilitation and prevention programmes of this type, the role of traditional indigenous culture and the involvement of respected elders can be vital.'
