Report of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people, Rodolfo Stavenhagen (2004)

This report was issued by the Special Rapporteur on the rights to indigenous peoples.  In a section on administration of justice, it is mentioned that indigenous women in prison may be harassed and may become involved in drug and prostitution schemes. It also notes that the obstacles faced by the indigenous people in the justice system are symptoms of complex social problems related to a history of marginalization, including drug abuse (and other issues).
