The report mentions that the Special Rapporteur will collaborate with the UN Office on Drugs and Crime and the WHO in order to integrate a human rights approach into drug-use prevention, treatment and managed care, not only in detention centers, but also with regard to vulnerable groups (such as terminally ill persons, those with intellectual disability etc).

The Special Rapporteur recognizes that the death penalty as well as some health and drug policies amount to inhuman or degrading treatment and that these issues should continue to be the subject of research (including by the Human Rights Council).
