Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment: Mission to Uruguay, Manfred Nowak (2009)

This report presents the findings and recommendations of the Special Rapporteur on his mission to Uruguay. He notes that the conditions in some detention facilities amount to inhuman and degrading treatment and that there is limited access to medical service. For the detainees with drug-related problems, there is no follow-up to previous treatments; instead, sedatives are often used as substitution therapy.

He recommends that the whole criminal justice and penitentiary systems be reformed and drug-substitute programmes should be introduced in juvenile detention facilities.

The report contains also a list of individual cases (some of which related to drug issues) where allegations of torture have been made by several detainees.
