Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment: Mission to Kazakhstan, Manfred Nowak (2009)

This report presents the findings and recommendations of the Special Rapporteur on his mission to Kazakhstan. The Special Rapporteur highlights that torture and ill-treatment are used to obtain confessions from suspects.

He expresses concerns in regard to the lack of needle exchange programmes and drug substitution therapies in detention centers and recommends the implementation of harm-reduction programmes for people who use drugs in detention.

The report also contains a list of individual cases (some of which related to drug issues) where allegations of ill-treatment have been made by several detainees.
