This report discusses among other topics the text of the Working Group’s deliberation No. 7 on Psychiatric Detention. It notes that the provisions of article 9 of the International Covenant on Civil and Political Rights, i.e. the right to control by a court of the legality of the detention, apply to all deprivations of liberty by arrest or detention (including for drug addiction).
