Report of the Working Group on Arbitrary Detention, Leïla Zerroügui (2003)

This report highlights that drug addicts, homosexuals and people suffering from AIDS are locked up because they represent a risk to society and they are detained in places incompatible with their state of health, without treatment and without having their detention justified on medical or public health grounds.It recommends that they should be provided with judicial means of challenging their detention.
