The statement stresses the need for the UNGASS 2016 to address the correlation of public health, human rights and drug policy. This is based on the need for essential HIV and TB services for people who use drugs, the meaningful participation of people who use drugs in policy and programs, and how to better allocate resources to find alternatives for incarceration for minor drug offences to lower the risk of HIV spreading.
