A petition was filed on behalf of 15 individuals—Brazilian nationals, of which 12 were killed and three were allegedly sexually assaulted by Brazilian police forces during a drug raid in a favela of Rio de Janeiro. The Commission held that the facts related to the operation were admissible for consideration of possible violations.
