The applicants, Cennet Ayhan and Mehmet Salih Ayhan, are Turkish nationals who were born in 1962 and 1961 respectively and live in Ankara and Mardin (Turkey). They are the widow and brother respectively of Dr Mehmet Emin Ayhan who was shot dead by unknown assailants.They complain that State agents were involved in the shooting of their relative and that no effective investigation was undertaken. They rely on Articles 2 (right to life), 13 (right to an effective remedy) and 14 (prohibition of discrimination).
