Nazarov v Russia (App no 13591/05) ECHR 26 November 2009

The applicant, Rakhmatullo Nazarov, is a Tajikistani national who was born in 1980 and is currently serving a three-year prison sentence in Vladimir (Russia) for drug-related offences. Relying on Article 3 (prohibition of inhuman or degrading treatment), he complains about the poor conditions of his detention. He also complains about the unlawfulness and excessive length of his detention and failure to "speedily" examine his appeals against decisions to extend his detention, in breach of Article 5 §§ 1, 3 and 4 (right to liberty and security).
