Jorge Rosadio Villavicencio v. Peru, IACHR (2003)

Jorge Rosadio Villavicencio, a Peruvian army officer, was arrested and charged with drug trafficking and military offenses.  He claimed that his conduct was pursuant to an undercover operation: “Plan Angel”, requiring him to pose as a corrupt military official to infiltrate drug trafficking organizations.  The Commission held that the facts were admissible for consideration of the merits.
