Jesus Enrique Valderrama Perea v. Ecuador, IACHR (2002)

Mr. Valderrama Perea, a Colombian national, was held in preventive detention for over two years following an alleged illegal arrest on suspicion of drug trafficking.  Upon arrest, the complainant was subject to beatings and other inhuman treatment such as hanging by the thumbs, forced drinking of urine, etc.  The State failed to respond to requests for submissions to the Commission and the Commission subsequently held there was sufficient evidence to admit the case for consideration.
