Antonio Zaldana, a Salvadoran national, was detained upon arrival in Panama based on an international arrest warrant issued by the United States for drug related crimes. Mr. Zaldana was subsequently extradited to the United States where he was convicted of drug trafficking and sentenced to 11 years imprisonment. He contended that his fair trial and consular notification rights were denied by the Panamanian authorities when undertaking the extradition stages of his case. The Commission held that the facts were admissible for consideration.
