This article is an excerpt from 2008 INCB Annual Report. It discusses the history of development and adoption of the international drug control conventions, as well as achievements and results of the implementation of the legal regime. The article also discusses the challenges faced by the international drug control regime including health and legal challenges, as well as challenges of prevention and globalisation. This article concludes with recommendations by INCB aimed at strengthening the existing drug control regime.
