Report of the International Narcotics Control Board for 2006 (2007)

This article is an excerpt from the International Narcotics Control Board Annual Report for 2006. In this article the Board provides recommendations to the main stakeholders, namely to Governments, to the United Nations Office on Drugs and Crime and the World Health Organization, and other relevant international organizations. The recommendations on the implementation of the international drug control regime and specific control measures in this regard, including the issue of scheduling new psychotropic substances, concerns of the Board in regards to opiate substitution treatment and the global increase in use of methadone, concerns of the Board with regards to safe injection facilities and other harm reduction initiatives, the need to further strengthen crop eradication activities, and others. The recommendations are source of information regarding the position of the Board on the issues related to harm reduction, safe injection facilities, opiate substitution treatment, the right to health and access to essential medicines, and other relevant issues which are of concern for the human rights expert community.
