UN Human Rights Committee: Concluding Observations on Philippines (2003)

In the concluding observations on the consolidated second and third periodic reports of the Philippines, the Committee expressed its grave concern that drug related crimes were excluded from the death penalty moratorium.  They raised pointed concern that the death penalty could be imposed on persons under 18 years of age.
