The Committee issued these concluding observations after reviewing the fourth periodic report of Spain in 2004. In paragraph 23, the Committee notes concern at the high rate of drug and alcohol abuse in Spain, particularly among young people. In paragraph 41, the Committee recommends that Spain ensure the implementation of programmes to prevent drug use, tobacco smoking, and alcoholism, and asks Spain to report on this issue in its next periodic report.
