UN Committee on Economic, Social and Cultural Rights: Concluding Observations on Ukraine (2007)

The Committee issued these concluding observations after considering Ukraine’s fifth periodic report in 2007. In paragraph 22, the Committee notes deep concern at the risks facing thousands of children living in the streets, including drug addiction and health risks such as HIV/AIDS. In paragraph 28, the Committee expresses concern at the high prevalence of HIV/AIDS in Ukraine, discrimination against high-risk groups such as drug users and prisoners, and limited access to drug substitution therapy. In paragraph 51, the Committee urges Ukraine to improve HIV prevention and treatment for all, combat discrimination against persons with HIV/AIDS and high-risk groups, and make substitution therapy more accessible.
