The Open Society Foundations, the International Harm Reduction Association, Human Rights Watch, and the Canadian HIV/AIDS Legal Network issued this series of fact sheets to give an overview of some human rights implications of drug control policies and practices, and to generate discussion of how international human rights law can help to address the many human rights concerns raised by drug enforcement measures. The briefings focus on these six topics:

• Harm Reduction
• Drugs, Criminal Laws, and Policing Practices
• Harm Reduction in Places of Detention
• Compulsory Drug Treatment
