This report includes a section on ‘the need for an integrated, comprehensive harm-reduction policy’ with regards to drugs, including counselling, providing clean needles and syringes, and the expansion of effective harm-reduction programmes like the one that the SR visited in Malmö, which is one of only a few such programmes in Sweden.
