This is a major report focusing on the right to health and international drug control, compulsory treatment for drug dependence and access to controlled medicines. It notes that the current system of drug control is excessively punitive and 'has resulted in countless human rights violations'.
The report criticizes many of these violations and makes many strong recommendations. States should decriminalize or de-penalize drug use, ensure access to harm-reduction measures and drug-dependence treatment (including among incarcerated populations), repeal or reform laws and policies that inhibit health services for drug users, ensure that drug law enforcement initiatives comply with human rights obligations and increase access to controlled essential medicines. The UN drug control bodies should integrate human rights into their work, formulate guidelines on a rights-based approach to drug control and consider the creation of an alternative drug regulatory framework.
