How well do international drug conventions protect public health?, Robin Room, Peter Reuter (2012)

The report analyses the effects of the current drug control system, concluding that it has not met its aim of reducing the use of illegal drugs (for all but scientific and medical purposes) and of protecting the public health and wellbeing of mankind. This articles argues that in fact, current system has many adverse consequences for drug users and negative impact on their human rights.

The authors also suggest moving towards a drug control system which should take into account the risks of each drug to users and the consequences of different control mechanisms.
