The report acknowledges the failure of the war on drugs and its devastating consequences for people. It advocates for a change in the drug policies and strategies, from ideology and political convenience based policies to those driven by science, health, security and human rights.
The document contains also a series of recommendations for governments to follow and case studies on countries who already took action to deal with the drug-related problems.
