Regarding drug-related issues, the Special Rapporteur notes that some detention facilities run harm-reduction programmes for people who use drugs including needle exchange and substitution treatment.

However, he expresses concerns regarding the number of deaths in custody, most of them caused by alcohol and drug overdoses.
