Report of the Special Rapporteur on the right to health: Summary of communications sent and replies received from Governments and other actors, Anand Grover (2010)

The Special Rapporteur sent an allegation letter to the Government of Cambodia to call attention to information received concerning the alleged forced testing of unproven medication on people who use drugs.

An allegation letter was also send to the Government of Colombia regarding the decision of the Colombian Ministry of Social Protection not to declare access to the HIV/AIDS anti-retroviral a matter of public interest, despite its inclusion in Colombia’s Compulsory Health Plan list of medicines.

The Special Rapporteur further sent an allegation letter to the Government of Indonesia to bring attention to information received concerning the so-called “Narcotics Law” passed in Parliament on 15 September 2009 and its possible effect to the enjoyment of the right to health of people who use drugs in Indonesia.

The Special Rapporteur also sent an allegation letter to Uganda concerning the proposed Counterfeit Goods Bill (2008) to prohibit trade in counterfeit goods and its possible effect on the right to health in Uganda, specifically regarding access to medicines.
