Report of the Special Rapporteur on the right to health: Summary of cases transmitted to Governments and replies received, Paul Hunt (2005)

In this report the Special Rapporteur represented summaries of cases transmitted to the Governments and replies received. The report particularly highlights Thailand, and praises the promises made to pay increased attention to vulnerable populations, such as injecting drug users, and to change the approach in Thailand by treating injecting drug users as patients rather than criminals. He also praised the efforts to liaise with NGOs such as the Thai Drug User Network, and the intentions to implement a harm-reduction program.

He is however concerned at the reports of the punitive implementation of the Government’s policy aimed at eradicating drug use, and that data is showing that the number of injecting drug users seeking treatment has declined considerably.

 He also mentions the United States, and recommends that there should be an independent and impartial investigation into the health situation of the civilian population of Falluja, following reports that there is a shortage of essential medicines relating the US military operations that commenced in 2004.
