The Special Rapporteur notes that the conditions of detention in several countries are not compliant with international standards. More, most of the victims of torture and inhuman conditions are those from disadvantaged sectors of society (drug addicts, children, indigenous people etc).

He recommends that particular consideration should also be given to the needs of people who use drugs regarding treatment for withdrawal symptoms as well as access to opioid substitution therapy, HIV prevention etc.
