Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment: Mission to the Republic of Moldova, Manfred Nowak(2009)

This report presents the findings and recommendations of the Special Rapporteur on his mission to the Republic of Moldova. He notes that one of the prisons he visited had a methadone programme available for drug addicts and each new detainee undergoes a medical examination and is checked for HIV upon arrival.

Section IV of the report is dedicated to 'applying a human rights-based approach to drug policies', including the issues of access to palliative care.

The report also presents cases (some of which related to drug issues and to the restricted access to medical care) where allegations of ill–treatment were made by detainees from different detention centers.
