In this report, the Special Rapporteur addresses the issues around the death penalty and whether it is compatible with the prohibition of torture and degrading treatment.

He also discusses the drug policies and how the current approaches to drug control lead to the use of torture and ill-treatment in a number of areas. He focuses on two main issues: drug users in the context of the criminal justice system (and the forms of ill-treatment which they are faced with) and the situations resulting from restricted access to drugs for palliative care.

He makes recommendations in order to bridge the gap between the two parallel universes: the human rights and the drug control system.
