Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment: Mission to Sri Lanka, Manfred Nowak(2008)

This report presents the findings and recommendations of the Special Rapporteur on his mission to Sri Lanka. He notes that police officers intimidate detainees to refrain from making complaints and threaten them in order to fabricate criminal cases of possession of narcotics or dangerous weapons. He also mentions that torture is used to extract confessions or obtain information in relation to other criminal offenses.

The report also presents individual cases (some of which related to drug issues) where allegations of ill –treatment were made by detainees from different detention centers.
