This report mentions that people affected by susbtance abuse are grossly over-represented among the prison population and are also faced with marginalization and discrimination. More, poverty and social marginalization affect their prospects of being released pending trial.
It recommends States to take measures to avoid over-incarceration and to mitigate the over-representation of vulnerable groups among the prison population.
