Report of the Working Group on Arbitrary Detention : Mission to China (2004)

This report presents the findings and recommendations of the Working Group on its follow-up visit to China. It notes that there are two forms of administrative detention in regard to people who use drugs: re-education through labour centres and committal to a forced detoxification centre.

Despite the improvements made in regard to re-education through labour centres, there are still concerns, including the overrepresentation of certain groups (drug addicts, sex workers etc).

The Working Group recommends implementing an effective right to challenge the lawfulness of all forms of administrative detentions before a court.
