Report of the Working Group on Arbitrary Detention: Mission to Ecuador (2006)

This report presents the findings and recommendations of the Working Group on its mission to Ecuador. It notes that under the Narcotic Drugs and Psychotropic Substances Act persons found with drugs should not be detained if they are certified by experts to be only regular users. However, the cost of the examination must be covered by detainees and if they cannot afford it, they remain in detention.

The Working Group expresses its concerns regarding the disproportionate length of sentences for those found in the possession of insignificant quantities of drugs.
