This report presents the findings and recommendations of the Working Group on its mission to Turkey. It notes that the law allows the deprivation of liberty for those with substance addiction and committal to a health centre for their protection. However, this involuntary committal raises concerns as in many cases individuals are being hospitalized without any judicial intervention.
It recommends the State to guarantee the procedural safeguards (including a periodic review of the decision) in regard to these forms of deprivation of liberty.
