Report of the Special Rapporteur on torture: Summary of information, including individual cases, transmitted to Governments and replies received, Theo van Boven (2005)

The report of the Special Rapporteur gives several examples of suspected drug traffickers being subjected to cruel and inhuman treatment. 

Paragraph 1195 discusses  the torture of a man who was arrested in Pakistan for drug trafficking. Paragraph 1355 discusses a man in China who was indicted for violating the Psychotropic Drugs Control Act Paragraph 1842 discusses the case of two men in Ukraine who have been arrested and forced to confess to several unsolved crimes. One of the men has Hepatitis C, and it is alleged that because he is a drug user, the investigators may be using access to drugs as a way to exert pressure on him during interrogations. Both men have been denied access to medical treatment.
