The report details allegations of torture and inhuman treatment in cases of possession/personal use of narcotics (paragraph 9, 98).

It also details instances where the police are planting drugs on individuals and using torture/inhumane treatment to gain confessions (paragraph 115, 249, 266). 

The Special Rapporteur notes concern relating to the Heinous Crimes Act, that the police are frequently coercing confessions for more serious offences in cases where a suspect is willing to confess to a lesser one (such as possession).
