The report notes instances where the police are using the threat of planting drugs on suspects in Brazil. (paragraph 187)

The Special Rapporteur also raised concern about the 15-day detention of suspected drug traffickers in Peru and need for compliance with the obligation to provide by law for appearance without delay before a judicial authority.
