Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions: Country situations, Bacre Waly Ndiaye (1996)

Date: 23 December 1996

This report presents the summaries of cases transmitted to the Governments and the replies received from them. In relation to drug-issues, the Special Rapporteur mentions the imposition of the death penalty for drug related offences, often without ensuring the guarantees of a fair trial in China, the Islamic Republic of Iran, Kuwait, Malaysia, Singapore, Thailand and Turkmenistan.

It is also mentioned the relationship between the armed forces and paramilitary groups in Colombia, in the context of the counterinsurgency operations, the latter being financed by drug traffickers.
