Report of the Special Rapporteur on extrajudicial, summary or arbitrary executions: Mission to Brazil, Philip Alston (2009)

This report contains the findings and recommendations of the Special Rapporteur on his mission to Brazil. It mentions that the country is faced with a number of organized crimes, gang control of communities, drug and weapons trafficking and high levels of violent street crime. Moreover, the raising influence of the traffickers over the communities allows them to impose their own 'laws', thus facilitating their criminal activities.

The Special Rapporteur raises concerns in regard to the police operations directed against gangs and traffickers which result in more extrajudicial killings than in weapons and drugs seized.
