UN Committee on the Rights of the Child, Concluding Observations on Nigeria (2005)

The Committee issued these concluding observations in 2005 after its consideration of the periodic report of Nigeria. It raises concerns regarding the high prevalence of HIV infection and of substance abuse by children, such as cannabis, psychotropic substances, heroin, cocaine, volatile organic solvents and local plants. It is also alarmed about their involvement in drug-related crimes and about the lack of legislation prohibiting the sale/use/trafficking of controlled substances applying children.

It recommends the State to address this issue and to provide procedures for treatment, counselling, recovery and reintegration for children who use drugs. (paragraphs 67&68)
