The applicant, Mr. Aleksandr Melnik, is a Ukrainian national who was convicted of drug-related offences in 2000 and was sentenced to 5 years of imprisonment. The applicant states that he was infected with tuberculosis during his sentence in the prison, and that he did not receive adequate medical care for excessively long period. The applicant also complains that the conditions in the prison were inhuman and degrading. The applicant relies on prohibition of torture and inhuman or degrading treatment, and the right to an effective remedy.
