The Government of Ecuador and Jose Rene Castro Galarza reached a friendly settlement approved by the Commission following the extended detention of the petitioner following completion of sentence for drug trafficking.  He was also detained incommunicado for the first 36 days was without an effective remedy of habeas corpus for the duration of his detention.  Ecuador accepted their international responsibility and agreed to compensate Mr. Castro Galarza as well as investigate and hold responsible those found to be guilty.
