Ms. Garcia Reynoso, a Mexican national and human rights defender in Puerto Vallarta filed a petition with the Commission alleging her rights have been violated by the Mexican state in protecting her from threats and physical assaults following her activism against child and drug trafficking.  She was subject to physical and verbal threats to her life despite federal protection provided to her by the State.  The Commission held that the State’s failure to advance the investigation beyond the preliminary stage after 5 years indicates violations of effective judicial protection and her right to humane treatment.  The Commission held that evidence presented by the petitioners at the admissibility stage did not meet the requirements for admission for right to life, freedom of expression, and assembly.
