In 1989, 12 of 15 members of a judicial commission were summarily executed by a paramilitary organization funded by drug traffickers, local politicians and local land owners and supported by the military.  The establishment of paramilitaries in Colombia was supported by a legal framework from the late-60’s authorizing the formation of private self-defense groups and led to increased violence and impunity throughout the 90’s.  The Commission was investigating crimes occurring in the area.  Colombia accepted partial international responsibility for the paramilitary and the Court held Colombia to be in violation of the right to life, right to fair trial, right to an effective investigation and judicial remedy.
