Report of the International Narcotics Control Board for 2005: Alternative Development and Legitimate Livelihoods (2006)

This article is an excerpt from the 2005 INCB Annual Report. It discusses alternative development, a drug control strategy aimed at reduction or elimination of the illicit supply of drugs derived from cultivated plants. The first part of the article focuses on the phenomenon of alternative development and what are its features. The second part reviews challenges to the implementation of this strategy in various contexts, including socio-economic challenges, investment and marketing, law and order, and others. Further, the article addresses the principles of alternative development and the need to reduce illicit drug demand. The article concludes with views of the authors on the future directions of alternative development and authors' recommendations in this regard.
