UN Committee on Economic, Social and Cultural Rights: Concluding Observations on Tajikistan (2006)

The Committee issued these concluding observations after reviewing the initial report of Tajikistan on the International Covenant on Economic, Social and Cultural Rights in 2007. In paragraph 477, the Committee notes concern at the transit and consumption of illicit drugs in Tajikistan, and in paragraph 509 urges the country to combat drugs and to provide treatment and rehabilitation for drug users. In paragraph 478, the Committee expresses concern at the rapid spread of HIV, in particular among drug users, prisoners, and other vulnerable groups. In paragraph 510, the Committee recommends that Tajikistan increase efforts to reduce the stigma and discrimination surrounding HIV and groups affected by it, including injection drug users. The Committee also urges Tajikistan to extend HIV testing, treatment, and harm reduction services across the country.
